POSITION CONCEPT:
Responsible to the Council President for recruiting and developing a strong volunteer membership committee to ensure steady and balanced membership growth across all districts. Focus areas include outreach to underserved communities, supporting existing chartered organizations, and cultivating relationships with new community and youth-serving groups within the council’s territory.
PRINCIPAL RESPONSIBILITIES:
- In partnership with the Scout Executive, develop a comprehensive long-range membership plan and set annual membership growth goals aligned with the council’s strategic plan.
- Build and execute a tactical plan to achieve membership goals, including initiatives such as:
• New-unit organization
• Tiger Cub graduation
• Webelos transition
• Fall and spring School Night for Scouting programs
• Other seasonal or district-level recruitment efforts
- Monitor monthly membership progress, identify trends or issues that require intervention, and work to ensure balanced growth and improved retention across all Scouting programs.
- Attend Executive Committee and Executive Board meetings, provide regular reports on membership growth and challenges, and contribute to council decision-making.
- Analyze annual school enrollment statistics to evaluate market penetration and inform new-unit development strategies.
- Focus recruitment and outreach efforts in areas of special need, including rural communities, underserved populations, and low-income neighborhoods.
- Strengthen and grow relationships with current chartered organizations to increase support and stability for existing units.
- Identify and engage new community organizations, associations, and faith-based groups as potential chartered partners or supporters of Scouting.
- Organize relationships conferences and provide training for chartered organization representatives as needed to reinforce their role in the Scouting program.
- Support the religious emblems program by encouraging participation among units and working with chartered religious organizations.
- Conduct a council-wide community organization survey to identify new opportunities for unit organization and community partnerships.
- Lead meetings of district membership chairs during council coordinated committee meetings to plan, exchange best practices, and provide volunteer training.
- Actively fulfill all duties of a Council Executive Board member by supporting governance, strategy, and resource development efforts.

Our board is made up of dedicated leaders who have a love of youth development and growing our programs across our service area. They come from all walks of life and we are looking to expand that even more.

Our organization is growing and looking toward our future. We want to make sure we are thinking and including all of those who wish to grow in scouting and help us further our mission. Preparing young people to make moral and ethical decisions over their life time by instilling in them the values of the Scout Oath and Scout Law
